Louisville Metro Police Chief Paul Humphrey confirmed on Wednesday that the department will release body camera footage of a deadly standoff that took place last month. The incident resulted in the death of Darryl Barnes, a 30-year-old local man, and has prompted a public release of the officers' personnel records.
The conflict began on the night of Oct. 16 when officers responded to a domestic disturbance on Parthenia Avenue in the Jacobs neighborhood. At that time, Humphrey described Barnes as a white man in his 30s. After determining no one was injured at the initial location, investigators tracked Barnes to a motel room in the 500 block of Phillips Lane, near the Kentucky Exposition Center. A woman was present in the room with him.
Officers established a perimeter and attempted to communicate with Barnes through the door. When the woman exited, Barnes fired shots toward the officers outside. Three officers, identified as Richard Waller, Jackson Evans, and Treyton Brown, returned fire. Crisis negotiators and the SWAT team then attempted to reach Barnes for an hour. During this standoff, the SWAT team deployed a drone into the room, which located Barnes already deceased.
The Jefferson County Coroner’s Office stated that Barnes died shortly before 1:30 a.m. on Oct. 16. The cause and manner of death are currently listed as pending further investigation. Humphrey indicated that Barnes sustained at least one gunshot wound from officers and also had a self-inflicted gunshot wound to the head.
The department released the personnel records for Waller, Evans, and Brown. The files show that all three officers have received multiple letters of commendation for assisting victims of crimes and for capturing violent offenders. These records were made public alongside the announcement of the body camera footage.
LMPD scheduled a news conference for 11 a.m. on Wednesday to present the footage. The agency noted that the story would continue to be updated as new information becomes available from the investigation.
